Subject: UPGRADATION OF STENOGRAPHERS, SENIOR SCALESTENOGRAPHERS, PERSONAL ASSISTANTS AND PRIVATE SECRETARIES IN THE PUNJAB PROVINCE IN PURSUANCE OF FINANCE DIVISION (REGULATION WING), GOVERNMENT OF PAKISTANS NOTIFICATION DATED 23.12.2011.
I am directed to refer to the subject noed above and to state that the Additional Secretary (Admn), chief Minister's Secretariate, Punjab, has intimated that on presentation of anapplication of Muhammad irshad, provincial president APCA, Punjab Chief Minister, Punjab has desired that the case may be examined and a summary be put up for his information/orders at the earliest. Worthy Chief Secretary Punjab on the representation of President, Punjab Civil Secretariat, PS, PA SSS and Stenographers Associaion has desired to have it examined.
2. Brief facts of the case are that in compliance with the orders of Supreme Court of pakistan, Federal Government has notified the upgradation of posts of Stenotypist,Stenographer, and Private Secretary vide office memorandum dated 23.12.2011. (copy enclosed).
3. Federal Govt in the year 2007 upgradated the posts of LDC BS-5, UDC BS-7 and Assistant BS-11 to that of LDC BS-7, UDC Bs-9 and Assistant BS-14 respectively and the Punjab Government followed the policy of the Federal Government and upgraded the equivalent posts in Punjab governments department. (Copy enclosed).
4. Therefore, the upgradation of the posts of Private Secretaries, Personal Assistants, Senior Scale Stenographers, and Stenographers on the analogy of Federal Governmentmerits favorable consideration as the Punjab Government has already followed theFederal Government in the upgradation case of Assistant and Clerks in the year 2007. It would also bring uniformity in the pay scales of Stenographers class, which is a country-wise cadre.
5. I am therefore, directed to request that the Finance Department may move a Summary to chief Minister, Punjab, for approval of Upgradation of the posts of Private Secretaries,personal Assistants, Senior Scale Stenographers and Stenographers in pursuance of Federal Governments notification dated 23.12.2011.
